I think it is a veronica. I would call it V. teucrium, but a book I have calls it Veronica austriaca subsp. teucrium. There are a lot of garden varieties, including Crater Lake Blue, but that is a darker color than yours.

yes....I think you are right....veronica spicata.....bigger than speedwell which is in the same family.....didnt realize there were so many..........thanks so much!!
