Note: my neighbor has this house plant and neither of us knows what it is. It has bright yellow blooms in the center of each set of leaves - it blooms daily but they don't last long - any ideas?

I think its a plumeria. Plumerias are very fragrant.

Yep, Plumeria - common name Frangipani. In Hawaii, they make leis with the flowers. Here in Florida, they grow very well; just break off a branch and stick it in the ground.
